A Wi-Fi digital photo frame can appear idle while its display controller, cloud connection, update service or wireless radio remains active. For an EU buyer, the resulting power state is not resolved by a menu label such as “sleep.” Regulation (EU) 2023/826 uses defined off, standby and networked-standby concepts, functional requirements, information duties and verification rules.
This guide is for EU importers, private-label brands, product managers, test coordinators and digital-frame OEM/ODM teams. It prepares a model-and-firmware handover for 2026 and the tighter 2027 values. It does not decide final scope, select a conformity route, calculate legal compliance or replace the European Commission, market-surveillance authority, test laboratory, standards body, counsel or the responsible manufacturer/importer.
What is the buyer's connected search problem?
Buyers rarely need only a wattage. They ask whether a digital photo frame is covered, which product category controls, what counts as off or standby, whether Wi-Fi can be disabled, when power management must act, which firmware was tested, what product information must be retained and whether the supplied external adapter has separate requirements.
Google Search Central explains that AI features can use query fan-out while the same helpful-content and technical foundations remain relevant. This guide groups those procurement questions into one model-control workflow. Search intent is an editorial inference from current public sources; DOREMI does not claim access to individual AI Overview or AI Mode responses.
Do not assume that every screen is regulated the same way
Regulation 2023/826 is a horizontal measure for listed household and office equipment. Other EU measures address particular product groups, including electronic displays and external power supplies. A product called a “digital frame” in a catalogue may differ in screen function, tuner, computer capability, power source, battery, network connection and intended environment.
Create an applicability matrix for the exact SKU and intended EU market. Record the product description, Annex II candidate category, mains dependence, rated voltage, other product-specific measures and exclusions considered. Have a qualified compliance owner confirm which measure governs each parameter instead of relying on a competitor listing.
Freeze the product identity before testing
Record the brand, model identifier, hardware revision, display panel, main board, radio module, memory, sensors, battery if present, adapter, cable and production factory. Capture label artwork and photographs. A family name such as “10-inch Wi-Fi frame” is too broad when different panels or boards draw different power.
Define any equivalent models and why their technical characteristics relevant to standby are the same. A cosmetic colour change may be low risk; a different panel controller, adapter or radio firmware may not be. The responsible party should approve the model-family rationale before using one report for several SKUs.
Map every state the user can reach
Build a state diagram beginning with unpacking and first power-on. Include active slideshow, clock or calendar display, paused display, screen-off mode, user-selected sleep, automatic power management, networked standby, software update, reset, switch-off and disconnected mains. Record what functions remain available in each state.
Use the legal definitions rather than marketing language. A state called “off” in the interface may still provide information or maintain a network function. A dark screen is not proof of standby. The test owner needs to understand the energy input and persistent functions that define the state.
Separate off mode, standby and networked standby
The regulation defines off mode around connection to mains without a function other than limited indications or EMC-related functions. Standby provides only specified reactivation or status functions. Networked standby is a state from which equipment can resume by a remotely initiated trigger through a network connection.
For each candidate state, list screen condition, processors, radios, ports, cloud session, local controls, timers, indicator LEDs and resume trigger. Ask the laboratory to confirm the classification. Do not convert a firmware menu name directly into a legal mode in the declaration or manual.
Document every network port and trigger
A Wi-Fi frame may use wireless LAN, Bluetooth, wired USB or another connection for setup, content transfer, remote control or updates. Identify each network port recognized by the design and every signal that can wake or reactivate the product. Record whether the port is active by default and whether the user can disable it.
Network configuration affects both test setup and power-management behaviour. Preserve router settings, account state, connected services, traffic conditions and wake method used for the representative sample. A laboratory cannot reproduce a networked state from the instruction “connect normally.”
Verify whether wireless connections can be deactivated
Regulation 2023/826 includes a requirement for networked equipment that can connect wirelessly to offer a way to deactivate wireless network connections, with a stated exception for equipment relying on a single wireless connection for intended use and having no wired connection. The precise applicability should be reviewed against the real architecture.
Show the control path, confirmation state and behaviour after restart or factory reset. If deactivation makes a core service unavailable, explain that clearly in the user experience. Do not add a non-functional switch merely to satisfy an artwork checklist; verify the radio and related network activity are actually controlled as intended.
Design power management as a controlled function
The regulation contains power-management requirements and timing conditions that differ for equipment and networked equipment. Identify the inactivity event, timer, resulting state, active ports and conditions that prevent transition. Record the factory default, available user options and any required energy warning.
Test the behaviour after factory reset, account sign-in, network loss and firmware update. A timer that works only on an engineer menu is not the same as a production default. Preserve a screen recording or timed log showing the transition on the tested build.

Understand the two-stage energy limits
The regulation sets limits for off, standby and networked-standby conditions and reduces some values two years after application. The Commission's product page summarizes the 2027 stage, including 0.3 W off mode, 0.5 W standby and 0.8 W standby with status or information display, while the legal text controls the exact conditions and exceptions.
Do not quote the lowest number against every state. Networked-standby values distinguish HiNA equipment or equipment with HiNA functionality from other networked equipment, and product-specific measures may take precedence for particular products. The laboratory and compliance owner should connect each measured state to the applicable clause.
Use the exact production firmware
Firmware controls display blanking, processor sleep, radio intervals, cloud polling, update checks and wake behaviour. Record version, build hash or controlled identifier, release date, default settings and server configuration. Prevent an unreviewed over-the-air update from changing the tested energy behaviour after launch.
Create a compliance-impact field in the software release process. Changes to timers, network services, indicator states, update scheduling or background tasks should trigger technical review and, when necessary, repeat measurement. “No hardware change” does not mean “no ecodesign change.”
Test the supplied adapter and complete system
The frame's standby measurement concerns the relevant equipment configuration, while an external power supply can also fall under separate ecodesign requirements. Freeze adapter manufacturer, model, input and output ratings, connector, cable and regional plug. Do not treat any adapter with the same nominal voltage as interchangeable.
Measure with the production-intent power path and record any detachable cable. An efficient replacement adapter can still alter low-load behaviour or stability. A supplier substitution should be reviewed for safety, EMC, energy and functional compatibility under the requirements applicable to each controlled item.
Give the laboratory a complete mode script
Prepare step-by-step instructions for reaching every state: starting condition, account, network, content, brightness, sound, timer, ports, user action, settling period, measurement duration and reactivation method. Include photographs or video of the interface path. Identify automatic events that could interrupt a measurement.
Ask the laboratory to state the method, equipment, uncertainty where relevant, sample identity, firmware, adapter, ambient conditions, network configuration, measured values and classification. A one-page pass letter without these links is difficult to maintain through production changes.
Review information and documentation duties
Regulation 2023/826 includes information requirements for end users and technical documentation. Build a controlled source table for power values, time periods, network-port behaviour, model identifiers, measurement method and other required parameters. Assign the owner of each field before artwork or a web page is released.
Keep consumer instructions consistent with the tested product. If the manual says Wi-Fi can be disabled or the frame enters a low-power state after a defined period, production firmware must do that. Translate approved source text rather than allowing each market file to invent its own description.
Prepare the technical file around evidence, not slogans
The technical file should connect scope reasoning, model identity, schematics or relevant design information, firmware, mode map, test method, report, declared values, user instructions, label, equivalent-model rationale and change-control records. Keep source reports rather than only screenshots of a summary table.
“Energy saving,” “eco standby” or a leaf icon is not evidence. Any marketing claim should be reviewed separately and remain within measured, representative facts. Compliance with one standby requirement does not prove the whole product is energy efficient or environmentally preferable.
Control cloud and service dependencies
A connected frame may depend on a mobile app, account server, content service or notification platform. Document which remote events can wake the frame and how often it communicates while idle. Preserve a test account and controlled server condition long enough for the laboratory and later investigation to reproduce the state.
If a service migration changes polling intervals or push-notification behaviour, route it through the same compliance-impact review as firmware. The physical product can draw different networked-standby power because of a cloud configuration change that never appears on a factory BOM.

Plan market-surveillance verification
The legal text provides a verification procedure for member-state authorities and tolerances for verification, not design allowances for the manufacturer. The declared value should be supported by the actual design and measurement evidence. Do not add a verification tolerance to a failing development result and call it compliant.
Keep representative samples and a route to reproduce factory settings. Ensure the model identifier on the unit, packaging, report and technical documentation agrees. If a surveillance sample differs through firmware, panel or adapter substitution, the paperwork may no longer explain the product in hand.
Use a 2027 transition plan
List every EU SKU expected to remain on the market when the second-stage limits apply. For each, record current measured margin, firmware owner, adapter, technical-file location, last production date and decision: retain, modify, retest or discontinue. Start with models closest to a limit or with uncontrolled cloud behaviour.
Coordinate product, software, sourcing and sales dates. A last-time buy can still create stock that is placed on the market later. The responsible EU entity should confirm how application dates affect its real inventory and contracts instead of relying on the factory's shipment date alone.

Questions for the importer, laboratory and OEM
Ask the importer and laboratory: Which EU measure and product category apply? How is each state classified? Which stage and limit control? What method, technical information and conformity evidence are required? How should equivalent models and verification tolerances be handled?
Ask the OEM: Which components and software create each power state? Which network ports and triggers remain active? Can wireless connections be disabled? What are the default timers? Which frame, adapter, firmware and server settings were tested, and what change process protects that configuration?
