A black coating declaration is not a U.S. certificate of compliance, and a laboratory report is not automatically a GCC or CPC. Coated display frames can use paint, powder coating, foil wrap, printing, plating or coloured substrate across wood, metal and plastic components. The importer must first decide which CPSC rules apply to the specific product and intended user, then connect valid evidence to the finished frame and its certificate.

This guide is for U.S. importers of record, private-label frame brands, retailers, licence programmes and procurement teams buying coated photo, certificate, award, jersey, medal or vinyl-record displays. It is a screening and supplier-handover workflow, not a determination that every display frame is covered by 16 CFR part 1303, a children's-product decision, a test plan, customs filing instruction or legal opinion.

Start with applicability, not the colour of the frame

CPSC guidance says 16 CFR part 1303 limits lead in paint and similar surface coatings on children's products and certain furniture articles to 0.009 percent, or 90 parts per million. Whether a particular wall-mounted, tabletop, decorative, institutional or children's-themed display frame falls within the covered product categories requires a fact-specific review.

Describe the product, intended age, marketing, packaging, distribution, foreseeable use, installation and construction. A frame with cartoon artwork is not automatically a children's product, while a product designed or intended primarily for children 12 or younger can trigger children's-product obligations. Do not let the supplier, laboratory or customs broker infer intended age from one image; the U.S. importer should document the decision with qualified CPSC counsel or advisers.

Map every finish and substrate

List liquid paint, powder coating, lacquer, stain, foil or paper wrap, printing ink, decorative transfer, metallic finish, electroplating, anodising, dyed material and coloured plastic. Record the underlying wood, MDF, metal, paper, textile or plastic substrate, the component supplier, application site, formulation or colour code, production process and accessible surface.

CPSC's guidance distinguishes paint or similar coating from material that becomes part of the substrate, and staff may use whether a layer can be scraped off as part of that assessment. Printing inks, electroplating and ceramic glazing can be treated differently under the definition. The importer should not classify a finish from its marketing name alone. Give the laboratory physical samples and process information and ask which rule and method it proposes.

Keep surface-coating lead separate from substrate lead

For children's products, the 90 ppm surface-coating limit is distinct from the 100 ppm total-lead limit for accessible component parts. A single frame can contain painted moulding subject to one analysis and accessible metal, plastic or other substrates subject to another. Passing a coating test does not establish every other children's-product requirement.

A general-use product can have a different rule set from a children's product. Build a requirement matrix that names the product classification, each applicable CPSC rule, component or finished-product evidence, laboratory, certificate type and open question. Do not write “lead compliant” across the whole frame file when only one black coating was tested.

Decide whether the certificate is a GCC or CPC

CPSC says covered general-use products use a General Certificate of Conformity. For imported products, the importer issues the GCC based on testing of each product or a reasonable testing programme. A third-party CPSC-accepted laboratory may be used, but CPSC does not require that laboratory route for general-use certification in every case.

Covered children's products use a Children's Product Certificate based on third-party testing by a CPSC-accepted laboratory for the applicable children's-product safety rules. The importer of an overseas-manufactured product issues the CPC; the foreign factory's report does not replace the importer's certificate. The CPC and supporting reports must be in English. Confirm every applicable rule, not only lead in paint.

Do not confuse a test report with the certificate

The laboratory reports what it tested. The GCC or CPC identifies the product, applicable rules, certifier, record contact, manufacture information, test information and laboratory details required for the certificate. CPSC guidance provides examples, but the responsible manufacturer or importer remains accountable for an accurate certificate.

Ask the supplier for underlying reports and production facts early enough for the importer to review them. Do not paste a report number into a template without checking the sample, model, colour, factory, dates, method and rule. A certificate should match the product and no others; broad family certificates require a defensible evidence structure.

Use dried coating or finished-product evidence correctly

CPSC guidance says testing liquid paint cannot provide the basis for a component-part certificate under the lead-in-paint rule. For general-use products, the business may test dried paint, the finished product or use a reasonable testing programme. For children's products, applicable testing generally must be conducted by a third-party CPSC-accepted laboratory.

Specify how production coating samples will represent the applied and cured finish. Link colour, formulation, substrate, application site, cure process and factory to the report. A raw-material supplier's liquid formulation analysis can support purchasing controls, but it should not be presented as the finished coating evidence CPSC requires.

Validate the laboratory for the exact rule

For children's products, confirm that the laboratory is CPSC accepted for each test method needed, not merely accredited in general. CPSC notes that one product can require multiple rules and that a laboratory may be accepted for some but not all. Keep the laboratory's current scope and contact information with the project file.

Send the product classification and compliance matrix with the request. Ask the laboratory to identify sample quantity, preparation, composite-testing proposal, method, reporting units and any limitations. The laboratory can advise on testing, but the importer should own the list of applicable rules with qualified counsel.

Use component testing with due care

CPSC permits reliance on component-part testing when the conditions in 16 CFR part 1109 are met. The finished-product certifier needs access to underlying documentation and must exercise due care. The evidence should show who conducted testing, which component and rule it covers, how the sample relates to production and what attestations are provided.

Component testing is not a shortcut around finished-product rules. Some requirements need the assembled product, and a component change can affect more than one rule. For a frame, a new paint supplier may support targeted coating review, while a redesigned stand, hanging system or small decorative part may create other safety questions for a children's product.

Control every colour and finish family

Black, cream, champagne gold, silver, printed woodgrain and distressed finishes can use different pigments, coatings, layers or suppliers. Do not assume one colour report covers all finishes. Ask the technical team and laboratory whether grouping or composite testing is appropriate and what conservative interpretation applies.

CPSC guidance allows composite testing for lead in paint under specified conditions, but the method must ensure that no failure goes undetected. Preserve the laboratory's grouping rationale and list every included colour. When a brand adds a seasonal finish, route it through change control before the product page and purchase order are approved.

Create traceable production samples

Label samples with SKU, component, colour, coating code, substrate, supplier, factory, production line, application date and lot. Photograph the frame and sampling location. Use sealed bags and a chain-of-custody record. If cut coupons are supplied, confirm that the same materials and process produced the finished goods.

A showroom sample made by a development technician may not represent mass production. Whenever practical, take certification samples from the intended production system or use a plan accepted by the laboratory and importer. Keep retained samples where proportionate so a later question can be compared with the tested configuration.

Build the seven certificate elements into the supplier file

CPSC's GCC and CPC guidance uses seven required information areas: product identification; each applicable rule; the domestic manufacturer or importer certifying; the record keeper contact; date and place of manufacture; date and place of testing; and laboratory identification where applicable. The supplier cannot complete the importer's identity and legal certification responsibility on its own.

Create a controlled data sheet with fields that map to the certificate and to the actual frame. Use consistent city, factory and product identifiers. Check that dates describe manufacture and testing accurately. Do not substitute a trading-company address for the place of final manufacture when CPSC asks for manufacturing information.

Understand what changed on 8 July 2026

CPSC announced that mandatory eFiling took effect on 8 July 2026 for imported regulated consumer products subject to certification. The programme changes how certificate data are transmitted before products enter U.S. commerce; CPSC states that it does not create new testing, certification or compliance obligations. Products that were already required to be certified remain subject to those underlying requirements.

Requirements for products withdrawn from a Foreign Trade Zone for consumption or warehousing apply from 8 January 2027. Importers should use current CPSC instructions and coordinate with their customs broker because this article cannot configure ACE or decide an entry. Do not wait for vessel arrival to reconcile product and certificate identifiers.

Choose Full or Reference PGA filing deliberately

CPSC's eFiling FAQ describes a Full PGA Message Set, where the importer gives the broker seven required product-certificate data elements, and a Reference PGA Message Set, where the importer stores certificate data in the Product Registry and provides the broker three certificate identifiers. The Product Registry does not automatically communicate with CBP ACE.

Repeat importers may find reusable Registry records useful when certificate details remain identical. A changed coating, factory, testing basis or product revision may require an update rather than reuse. Assign one owner to manage Version ID and ensure the broker references the correct record. The customs broker transmits data; the importer remains responsible for certificate accuracy.

Align product identifiers across every document

CPSC accepts several product identifier types, including GTIN, SKU, UPC, model number, serial number, registered number and alternate ID. The primary identifier should correspond to the product and be recognisable on packaging, packing list or invoice where practical. A supplier's internal code can be stored separately but should not replace the importer's controlled product identity without reconciliation.

Use one mapping table across purchase order, test report, GCC or CPC, Product Registry, commercial invoice and carton. Prevent a gold and black variant from sharing a certificate reference when their evidence differs. Retire obsolete identifiers rather than silently reassigning them to a new model.

Capture all supporting tests used for certification

CPSC's eFiling FAQ states that certificate information includes testing used to support the finished product's certification, including component-part tests when relied upon. Certificates should identify applicable rules, the most recent test date and each laboratory connected to the rule tested. As of 8 July 2026, relied-upon testing exclusions also need identification.

Maintain a rule-to-evidence matrix so a broker or product-data team does not omit a component laboratory. Optional report URLs or keys do not remove the need to hold the underlying records and provide them when requested. Keep access permissions, English reports for CPCs and record contacts current.

Plan direct-to-consumer and low-value shipments

CPSC says the importer responsible for certification is the importer of record eligible to make entry for imported finished products. Its eFiling FAQ states that there is no Section 321 or de minimis exemption where a product requires certification. Direct-to-consumer routing does not remove the need to identify the responsible importer and certificate workflow.

Private-label brands should confirm the importer model before opening a marketplace or parcel programme. If a seller, platform, logistics provider or customer appears as importer in different routes, obtain qualified customs and CPSC advice. The foreign frame factory can supply evidence but should not be assigned a U.S. filing role by assumption.

Write material-change triggers into the purchase order

CPSC guidance treats changes in product design, manufacturing process or component source that could affect compliance as material changes requiring review and potentially new testing or certification. For frames, triggers can include paint or powder supplier, colour formulation, coating line, substrate, wrap, plating process, factory, decorative component and intended-age marketing.

Require advance written notice and updated evidence before the changed product ships. Define who pays for testing, how existing stock is segregated and which certificate version applies. A visual golden sample does not reveal lead concentration or prove that a coating source stayed unchanged.

Use a shipment-release checklist

  • Product description, intended user and children's/general-use decision.
  • Qualified decision on whether 16 CFR part 1303 applies.
  • Finish and substrate map for every accessible component.
  • Applicable-rule matrix beyond lead in paint where relevant.
  • GCC or CPC owner and seven certificate elements.
  • CPSC-accepted laboratory scope for children's-product tests.
  • Dried coating or finished-product sample linkage.
  • Component-test records, attestations and due-care review.
  • SKU, model, factory, dates, colour and batch reconciliation.
  • Full or Reference PGA method and broker instructions.
  • Product Registry Version ID where used.
  • Material-change confirmation before shipment.

Do not make four common evidence mistakes

Do not treat an SDS as a CPC. Do not use liquid-paint testing as the basis for a coating component certificate. Do not accept a foreign supplier's certificate as the importer's finished-product certificate. Do not eFile a generic product record that cannot be matched to the actual frame and testing.

Also avoid overclaiming. A passing 16 CFR part 1303 result does not prove the frame meets every applicable CPSC rule, and eFiling is not agency approval. Say which product, rule, revision and evidence were reviewed. Leave all other conclusions to the responsible importer and its advisers.
